Population objectives and habitat objectives were then calculated for each state’s portion of the BCR.  It is important to note that the population objectives for each state’s portion of the BCR represent the “end,” or the finish line to be attained.  For example, the plan prescribes Maryland to provide 7,849 new coveys in its portion of the Mid-Atlantic BCR.  The accumulated population objectives across all BCRs and states collectively constitute the overall 1980 population goal increase in bobwhite coveys of the NBCI.
Habitat objectives, on the other hand, simply are “means” to the ends.  The identified habitat objectives are intended to frame the magnitude of the challenge to each BCR and state, and are simply suggestions as to how the specific population objectives might efficiently be achieved.  Unforeseeable opportunities and impediments to managing quail habitat on the ground undoubtedly will necessitate opportunistic adjustments of the habitat objectives by land managers.
